Your e-mail proposal comprising of technical proposal and financial proposal, in two separate files, must be sent to the dedicated e-mail address as instructed below. Any technical proposal mentioning any pricing element will be disqualified.
Eligibility Requirements:
In order to be considered, the bidder should have following qualifications and expertise with documented support of validity:
Mandatory qualifications:
Be eligible to undertake paid work in the People's Republic of China or be legally registered as an enterprise or organization;
Have solid professional network and research capacities in cultural World Heritage, in particular in the field of architectual heritage in East Asia;
The main technical person/project team leader should have advanced degree in culture-related subjects, and a minimum of 1 research report/publication publicized in cultural World Heritage, inparticular in the field of architectural heritage in East Asia;
The main project coordinator should have relevant academic background in the field of culture, and minimum coordination and logistical experience in successfully organizing 1 professional trainingworkshop in cultural heritage related fields in the past 3 years.
Proven ability in working in both Chinese and English;
Proven ability in producing research reports and publications.
Desired qualifications:
Work experience with assignments for the UN.
Evaluation Method:
Lowest price of technically responsive proposals based on scoring of the technical proposal (point system) as per following set of criteria:
Relevant background and expertise - 500 points
Proposed Work Plan and Approach - 300 points
Years of experience ofmain personnel to be involved - 200 points
The technical proposal is evaluated on the basis of its responsiveness to the Terms of Reference (TOR).
The price proposal of all offer submitters, who have attained minimum 70% score in the technical evaluation based on above criteria, will be compared. The contract will be awarded to the bidder offering the lowest price.
