活动背景 （Program Background）
2022年11月在埃及举行的COP27会议的最终协议提到，"迫切需要深入、快速和持续地减少全球温室气体排放"，将全球变暖限制在比工业化前水平高1.5℃，以实现《巴黎协定》的目标。新发表的IPCC第六次评估报告也明确指出，如果没有快速的社会转型，就没有可信的途径来实现1.5℃的未来。随着温度的持续上升，风暴、干旱和其他极端天气事件将会变得更加严重，带来更多的损失和破坏，相关的灾害风险变得更加严峻。
The final agreement of the COP27 organized at Egypt in November 2022 mentioned “the urgent need for deep, rapid and sustained reductions in global greenhouse gas emissions” to limit global warming to 1.5°C above pre-industrial levels, to achieve the goal of the Paris Agreement. The newly published IPCC 6th Assessment Report also clearly pointed out that without rapid societal transformation, there is no credible pathway to a 1.5°C future. As temperatures continue to rise, storms, droughts and other extreme weather events become more severe, which bring more loss and damage and the relevant disaster risk become more critical.
据《2020年全球自然灾害评估报告》，2020年全球共发生较大自然灾害313次，造成15082人死亡，9896.67万人受影响，直接经济损失1731.33亿美元。而这，仅是灾害中的部分——自然灾害——对人类造成的影响。
The "2020 Global Assessment Report on Natural Disasters" shows that there were 313 major natural disasters worldwide in 2020. According to 2020GAR Report the natural disasters resulted in 15,082 deaths, affected 98.97 million people, and caused direct economic losses of $173.13 billion.

在过去近三十年的时间里，人们对灾害的影响因子认定，已从“自然”变化为“自然及与人为风险和发展程度有关的决策和行动”。这种转变使得防灾减灾工作在全球范围内得到重视。而当下，国际形势急剧变化，粮食危机、能源危机、气候危机等不断加剧的情况下，防灾减灾工作的推进和完善更是迫在眉睫。世界急需搭建更好更强的防灾减灾网络，让全民参与、让全球参与，共同应对潜在灾害。
Over the past thirty years, recognized factors affecting disasters have changed from "natural factors" to "decisions and actions related to natural and human-made risks, and development levels." This change has brought global attention to disaster prevention and reduction work. With the drastic changes in the international situation and the increasingly worsening food crisis, energy crisis, climate crisis, etc., it is urgent to promote and improve disaster risk reduction and reduction work. 年轻人是未来，他们有能力和责任用各种创新手段为自己为所有人塑造一个更美好的未来。在前期专题研习的基础上，地平线全球青年共同发展计划与灾害风险综合研究计划及联合国教科文组织驻华代表处共同设立实践导向的青年“创投马拉松”。这将是国内在气候变化和减灾领域，参照影响力/可持续商业投资的模式的创新性、前瞻性尝试。参与人员将组建跨学科创新团队，或引进已处于孵化/创业阶段的项目团队， 围绕：
Young people are the future, and they have the capacity and responsibility to shape a better future for themselves and for all with all innovative means. Based on previous studies, the Horizon Global Youth Development Program has partnered with the IRDR (Integrated Research on Disaster Risk) and UNESCO (The United Nations Educational, Scientific and Cultural Organization) Beijing Office to create an innovation-oriented program: "Hackathon: Climate and Diaster Risks Reduction Innovation Marathon." This is an innovative and forward-looking attempt in the field of climate change and diaster risks reduction in China, following the model of impact/sustainability investment. Participants will form interdisciplinary innovation teams and introduce project teams already in the incubation/startup stage, focusing on:

3) 自然灾害防治与环境保护
Naturaldisaster prevention and environmental protection
4) 科技创造与革新

四个方向准备并展示项目计划书，赛道内成员可根据自身意愿和知识背景与其他成员合作，针对气候变化和防灾减灾现有实际问题，运用自身专业特长、研究成果和实践经验，鼓励采取定性与定量相结合的研究方法，在科技创新、社会支持、法律保障等方面提出创新解决方案，为减缓气候变化和防灾减灾的发展作出贡献，并明确项目的可操作性。
Participants will prepare and present project proposals in these four tracks. They are encouraged to use a combination of qualitative and quantitative research methods to propose innovative solutions in technology innovation, social support, legal protection, etc. The objective is to address pressing practical problems of combating climate change and disaster risks reduction. Participants can cooperate with other members based on their own preferences and knowledge backgrounds.

The winning project team will receive personal guidance from leading experts in academia and industry, as well as potential follow-up support and funding from international organizations such as UNESCO IRDR, to make real and lasting impact.

创投马拉松，将关注以下的核心亮点：

The Venture Investment Hackathon will focus on the following core criteria:
1) Impact: How much public welfare and social impact the project will bring in the short and long term?
2) Innovation: What innovative breakthroughs and changes the project has achieved compared to existing solutions?
3) Sustainable model: Whether the project has practical feasibility, with an end-to-end social impact/business model, and whether it can form a sustainable project to make real impact.

创新实践环节设置初赛、复赛和决赛三个赛程，具体赛程阶段及具体要求如下：

所有材料将由组委会统一分发至各评委处进行打分，最终将筛选出得分在前60%的队伍进入复赛环节。

评选方式
组委会将组织专家召开集中评议会，所有参赛队伍依次展示，由现场评委打分。同时，将宣传视频或相关材料上传至网络媒体平台，按照点赞量积分，组委会将会根据点赞量排名依次加分。
所有队伍的总分将根据评委打分结果和社交媒体点赞量排名综合测算。

组委会将组织各行业专家召开成果展示会，所有参赛队伍依次展示，由在场评委打分，评选出优胜项目。
The Venture Investment Hackathon is divided into three stages: Preliminary round, Semi-final round, and Final round. The specific requirements of each round are outlined as below:
01 Preliminary round

Details:
All materials will be shared with the organizing committee to the experts for scoring. The top 60% of teams will advance to the semi-finals.
02 Semi-finalround
Requirement:

● Online Video/Other Media Materials
Details:
Theorganizing committee will convene a panel of experts to evaluate the updatedpresentation. Simultaneously, the videos/other media materials will be uploadedto social media platforms and scores will be awarded based on the number oflikes. The committee will consolidate scores based on the total number oflikes.
The total score of all teams will be calculated basedon the judges' scores and the social media scores.
03 Finalround

Details:
The organizing committee will convene an investment roadshow day for the projectteams, and leading experts in academia and industry will evaluate and select the winning projects.

本次“创投马拉松”将面向所有青年及青年团体，鼓励成员进行跨领域合作，组成跨学科团队，每组2-8人（以6-8人为宜，不可超过8人），建议女性成员不少于总成员数的35%。可通过以下链接进行报名，组委会会对申请做初步筛选后通过邮件在2—3天内发送活动邀请。
This "Youth Tackling Climate Change with Innovation Solutions Venture InvestmentHackathon" is open to all young people and encourages interdisciplinarycollaboration, with teams consisting of 2-8 members (6-8 members isrecommended, not exceeding 8 members), suggesting at least 35% female team member. Please register through the link provided below, and the organizing committee will screen the applications andsend activity invitations via email within 2-3 days.
以尊重个人意愿为首要组队前提，成员可在加入活动后内自我介绍、自行组建团队，并确认队长。
Respect for individual preferences is the core principle for team formation. Members can introduce themselves and form their own teams after joining the activity, and select their team leader.
注：参与实践环节可获得相应证书和项目获奖证明，同时组委会将选取优秀项目进行孵化和支持，请大家根据个人意愿和时间选择。
Note: Participants in the Venture Investment Hackathon section will receive corresponding certificates and project awards. Additionally, the organizing committee will select outstanding projects for incubation and support. Please choose according to your personal preferences and availability.
