Government Productivity: Unlocking the $3.5 Trillion Opportunity

Introduction
Tera is a Senior Fellow at McKinsey Center for Government, McKinsey's global hub for research, collaboration and innovation in government performance. She previously worked as Visiting Fellow at McKinsey Global Institute, McKinsey's economics and business research arm. She has expertise in economics, productivity, innovation and public policy, and holds roles with the UK Productivity Leadership Group, States of Jersey Fiscal Policy Panel, Scale-Up Institute Evidence Committee, Patient Capital Review Industry Panel, and the National Institute of Social and Economic Research. From 2004 to 2014, she held acted as Chief Economist in the energy and climate change, transport and business departments and was Deputy Head of the UK Government Economic Service. Prior to this, Tera worked for 10 years as a management consultant at McKinsey & Company with a focus on corporate and business unit strategy and microeconomics. Tera holds a M.Sc. in Technology and Industrial Economics (with distinction) from Aalto University and an M.B.A. (with distinction) from INSEAD.
